We know people in the local area have been wondering what is happening with The Pavilion, so we wanted to share an update on its progress.

The WD19 Concept is a 100 cover, independent restaurant and bar, alongside a separate events space with a banqueting hall, gardens and a lawn.
The events side can seat up to 150 guests. It is built for weddings, christenings, birthdays, wakes and corporate meetings, with its own bar and entrance so people can enjoy their own space.
The Spaces
Five parts of one site
Restaurant and Bar
A 100 cover space with a full length terrace looking out over the gardens. Mixed seating, tables that can be moved together for larger groups, and lighting set at several heights so the room works throughout the day.
Banqueting hall and reception
A dedicated hall with its own reception and bar, seating up to 150. Round tables, a feature ceiling, and a layout that can be reset for a wedding, a conference or a family party.
Lawn and gardens
Landscaped gardens with a patio terrace and a lawn large enough for a marquee or an outdoor ceremony. The layout keeps event guests and everyday diners in separate parts of the garden, so both can enjoy their own privacy.
Outdoor kitchen
A wood fired pizza oven, a charcoal grill and a charcoal tandoor, cooking outside through the warmer months.
Coffee kiosk at the park entrance
Coffee, tea, soft drinks and snacks for people using the park, with an ice cream cart in summer - open to park users.

What reopening the site would mean locally
The building has sat unused rather than serving the community around it. We want to bring it back to having a positive use in the community and beyond.

The proposed concept
The proposal keeps the footprint of the existing building and extends to the rear. The plan below shows the bar and restaurant through the middle, the banqueting hall and reception to the right, the kitchen behind, and staff accommodation at the rear.
At the far end of the building, shown on the left of the plan, is a separate range of offices with its own entrance. These sit apart from the restaurant and the events side and do not share their access, so the two uses can run independently of each other.
Our story
An update on what has been happening
We have been working to bring the WD19 Concept to life for a long time - here’s an update on the progress.
2016
Improvement works began on the building (including adding a new roof). We believed this whole project would be fully in place within 2-3 years.
A covenant delays the project
The project was being held up by a covenant issue involving Bromley Council. This was exacerbated as Three Rivers District Council had breached the covenant, which was not disclosed.
2020
Plans are with the council
Since 2020, we have complied with the requirements of our lease (with Three Rivers) for the rebuild and extension of the pub. Despite this, we have been unable to get Three Rivers District Council to move forward.

Agreement for offices
We secured Bromley Council’s agreement to add offices to the plan.
Our plans are still with the council
We have given our plans and concepts to Three Rivers District Council, and are awaiting their approval.
